発音は [ æt list ] となります。

・not less than; at the minimum.
・if nothing else (used to add a positive comment about a generally negative situation).
・anyway (used to modify something just stated).

At least 10 に「10」は含まれますか？

At least 10 は、以下のようになりますので、10を含みます。
∟ 10 ≦ x（少なくとも）」なので、「18」は含まれます。

尚、逆を言いたい場合は at most を使います。
∟ x ≦ 10（多くとも）: at most 10
