“in contrast to ~”と”by contrast”の違いは何ですか？

in contrast to ~：〜と比べて
を意味し、”in contrast with ~”も同じ意味です。
例）
”In contrast with A, B is ~「Aに比べて、Bは〜だ。」

by contrast：前文の内容を受けて「それと比べて、それとは対照的に」
の意味で使われます。
”in contrast” も同様に使えます。
例）
”He is ~, by contrast, his friend is ~.”
「彼は〜だ、それに比べて彼の友人は〜だ。」

“in contrast to ~”は文頭に用いることが多く、”by contrast”は文中が多いです。

In contrast with last year, prices have been rising this year.
去年と比べて、今年は物価が上昇している。

He is a social person, but in contrast, his brother is not.
彼は社交的な人間だけど、対照的に、彼の弟はそうではない。
